• Failure to become licensed
• Requested an exception because literacy issues made it difficult if not impossible to complete the Salesperson Certification Course

OUTCOME:

• The Registrar refused to grant exceptions, explaining that comprehension of the law and complex contracts is a requirement, irrespective of personal inadequacies
• A conditional licence was issued; the applicant completed the course and obtained a regular licence.
