COMPLAINANT: REGISTRAR

MOTOR DEALER and/or SALESPERSON: CLAYTON JAMES WILLIAM NORRIS (Salesperson #115357)

ISSUE:

  • Mr. Norris applied for a salesperson licence.
  • Mr. Norris had a criminal record and the details of the record were incomplete.
  • Authority concerned about the record and the lack of full details.

OUTCOME:

  • Mr. Norris was attempting to be transparent but was confused about the process.
  • Mr. Norris was attempting to fully disclose his criminal record, but unaware that a provincial driving offence may be captured by that record.
  • A new RCMP policy meant it could take up to 12 months to obtain a full detailed criminal record check.
  • Given Mr. Norris’s attempt to be transparent, the Registrar granted a conditional licence with 5 restrictions until a detailed criminal record check could be obtained.
